xix, [1], 315 pages 19.5 x 12.5 cm. With printed label pasted onto upper margin of title page "With the Editor's respects. (For Review.)". Text in very good condition. In full publisher's patterned brown cloth with origignal printed cream label on the spine ( slightly soiled and rubbed). The spine is a little worn at the top and more particularly the bottom and overall the binding has some handling wear and slightly bumped corners. Includes chapters on Teachers' qualifications, Discipline, Ragged and Pauper Schools. The Inspectorate started in 1839 when elementary schools were provided by private individuals or by a religious society such as the non-denominational British and Foreign School Society. This early annual report includes some fascinating social comment. In the 1850's the number of Inspectors and Assitants increased from seventeen to forty-eight (many of the new recruits were "raw young men fresh from college or the country" with little knowledge of elementary education. It was not until the Sandon Act of 1876 that employers were prevented from taking on children under ten years old for full time work 9following the Newcastle Commission of 1858).
