The Inspectorate started in 1839 when elementary schools were provided by private individuals or by a religious society such as the non-denominational British and Foreign School Society. This early annual report includes some fascinating social comment. In the 1850's the number of Inspectors and Assitants increased from seventeen to forty-eight (many of the new recruits were "raw young men fresh from college or the country" with little knowledge of elementary education. It was not until the Sandon Act of 1876 that employers were prevented from taking on children under ten years old for full time work 9following the Newcastle Commission of 1858). COPAC lists just ten libraries holding copies of this book. Bookseller Inventory # 4219
