He studied communications and electronics engineering at ESIME and obtained a master's degree in public administration. He studied a doctorate at the Polytechnic University of Madrid. His professional career has been developed mainly in the educational sector: he was deputy director general of Industrial Technology Schools; Deputy Director General of Delegations of the SEP; general director of the Coordinated Services of Education and secretary of Education, both in the state of Michoacán; general director of Conalep and general director of the IPN and general director of the Broadcasting Commission. He has published more than 60 articles on society, education, science, technology and educational policy and books such as: Educational decentralization, strategy for development (Leega, 1987), Education and structural change (Noriega, 2000), Knowledge, higher education and progress (Noriega, 2001) and Methodologies to boost innovation systems (IPN, 2005). He received the "Norberto Treviño Zapata" Award from the state of Tamaulipas and the Official Order of Merit Decoration, from the Government of Romania. First Spanish language edition.
